OBRA Waiver (For Developmental Physical Disabilities)

The OBRA Waiver is a Home and Community Based program that provides services to people with developmental physical disabilities to allow them to live in the community and remain as independent as possible.

Eligibility Requirements:

  • Persons with developmental physical disabilities
  • Have a disability that substantially limits at least three of the following functions:
    • Self-care
    • Receptive and expressive language
    • Learning
    • Mobility
    • Self-direction
    • Capacity for independent living
    • Economic self-sufficiency
    • Disability is expected to continue indefinitely
  • Age 18 through 59 (with disability manifested prior to age 22)
  • Disability is expected to continue indefinitely
  • Requires ICF/ORC level of care

  • Assistive technology/specialized medical equipment and supplies
  • Community Integration
  • Community Transition Services
  • Environmental Adaptations/ Home Modifications
  • Financial Management Services
  • Home Health
  • Non-Medical Transportation
  • Personal Assistance Services including assist with transfers, bathing, dressing, meal prep and light ancillary services
  • Personal Emergency Response System (PERS)
  • Prevocational Services
  • Residential Habilitation Services
  • Respite
  • Service Coordination / Case Management
  • Structured Day Habilitation Services
  • Supported Employment
  • Therapeutic and Counseling Services (Behavioral, Occupational, Physical, Speech)
