Home and Community-Based Services (HCBS), also known as Waiver-Funded Services or Waiver Programs, are crucial support programs designed to help individuals with disabilities, chronic health conditions, or age-related needs receive care in their homes or local communities—rather than in institutional settings like nursing homes.

The name "waiver" refers to the flexibility the federal government gives states—like Pennsylvania—to "waive" some of the traditional Medicaid requirements. This enables funding that would otherwise support institutional care to be redirected to services that help individuals live more independently in the comfort of their own homes.

Why HCBS Matters: These programs offer a wide range of person-centered services not typically covered by standard Medical Assistance (Medicaid). Services may include:
