
OBRA Waiver Program
The OBRA Waiver is a Home and Community-Based Services (HCBS) program that empowers individuals with developmental physical disabilities to live more independently in their communities. Designed to provide necessary supports outside of institutional care, the OBRA Waiver helps enhance quality of life, increase autonomy, and support long-term well-being.
Eligibility Requirements
- Must have a developmental physical disability that began before the age of 22
- The disability must substantially limit at least three of the following functions:
- Self-care
- Receptive and expressive language
- Learning
- Mobility
- Self-direction
- Capacity for independent living
- Economic self-sufficiency
- Ages 18 through 59 at the time of enrollment
- Disability must be expected to continue indefinitely
- Must meet Intermediate Care Facility / Other Related Conditions (ICF/ORC) level of care requirements
